In today’s world, the widespread use of electrical devices and their crucial role in everyday functioning make a stable power supply indispensable. Sudden power outages can lead to business paralysis, financial losses, and even pose risks to health and life in facilities such as hospitals or industrial plants. For this reason, investing in stable emergency power systems based on power generators is becoming a fundamental element of safety, further supported by government programs.
Emergency power systems ensure the continuity of electricity supply in the event of a failure or loss of the main power source. Power generators, the heart of these systems, often work together with automatic transfer switch systems (ATS), which detect drops in grid voltage and activate the generator without the need for manual intervention. This ensures uninterrupted operation of facilities sensitive to power interruptions.
Generators can be divided primarily based on their mobility:
Portable (mobile) generators:
Designed for easy transport and quick installation, such as the CAT XQP series. Commonly used on construction sites without access to the grid, during outdoor events, or in single-family homes.
Stationary generators:
Intended for use in a fixed location, ideal for investors seeking continuous protection for critical facilities.

The issue of energy independence and emergency power has now become a strategic priority at the national level. In May 2025, the Council of Ministers approved a groundbreaking Civil Protection and Civil Defence Program for 2025–2026, introducing new standards not only for public administration but also for businesses.
Objective:
The overarching goal is to build an effective civil protection system capable of functioning during any type of threat—from natural disasters to armed conflict. A key priority is ensuring continuity of essential services, including electricity, water supply, and communication, with an emphasis on enabling facilities to maintain energy self‑sufficiency for at least 3 days. The program includes major investments in protective infrastructure (shelters and temporary refuge areas) and logistics, with direct funding for backup generators, high‑power mobile generators, energy storage systems, and other rescue and support equipment.
Funding Conditions:
National resilience-building efforts are supported by substantial financial guarantees. The government has allocated approximately 34 billion PLN for 2025–2026. By law, at least 0.3% of GDP will be dedicated each year to financing OLiOC tasks. The program introduces targeted grants from the state budget (distributed through regional governors), covering up to 100% of investment costs for local governments and other entities. Companies must review their safety procedures and business continuity plans, becoming key contributors to civil defence.
Deadlines:
The program sets a strict schedule for 2025–2026. The first grants for local governments were issued in Q3 2025, while for 2026 the final deadline is 31 March. Funds allocated in a given year must be spent and accounted for by 31 December. Rigorous oversight mechanisms require the Council of Ministers to present the first implementation report to Parliament by 30 April 2026, detailing the utilization of grants and development of protective infrastructure.
